ACFR:

The Annual Comprehensive Financial Report (ACFR) is a detailed presentation of the jail authority's financial position and activities for the fiscal year and is organized in four main sections. The introductory section includes a financial overview and an organizational chart for the jail authority. The financial section includes the independent auditors' report, management's discussion and analysis, audited basic financial statements and notes, required supplementary information. The statistical section contains selected financial trend, revenue and debt capacity, demographic, economic and operating information on a multi-year basis. The compliance section includes the independent auditors' reports on internal control and compliance.

Adopted Budget:

Annually, the Jail presents a balanced budget for the next fiscal year, July 1 to June 30, to the Board for adoption. The adopted budget represents a set plan for the jail authority’s revenues and expenditures for operating and capital activities. The adopted budget shall also set forth the operating component and the debt service component of the per diem charge for each prisoner committed to the authority by the member jurisdictions as well as the projected number of prisoners from each member jurisdiction.

PREA - Prison Rape Elimination Act Documents:

The Prison Rape Elimination Act (PREA) is a federal law enacted in 2003 to eliminate sexual abuse in confinement. In addition to providing federal funding for research, programs, training, and technical assistance to address the issue, the legislation mandated the development of national standards. The National Prison Rape Elimination Commission developed recommended national standards for reducing prison rape.

Meherrin River Regional Jail mandates a zero tolerance towards all forms of sexual abuse and sexual harassment. MRRJ maintains policies that outline the Jail's approach to preventing, detecting, and reporting of such conduct. There is a zero tolerance of staff on offender, offender on staff, staff on staff, and offender on offender sexual abuse and sexual harassment The goal is to create an environment and culture of mutual respect For the purposes of this policy, contractors and volunteers will be treated the same as staff.
