The Jail is administered and operated by an independent governmental body called the Meherrin River Regional Jail Authority, which is authorized according to the Code of Virginia. The Jail Authority is a separate entity but works closely with each of the member Sheriff's Offices.

The Meherrin River Regional Jail Authority was established on April 3, 2008 and is comprised of nine members who are appointed by the three member jurisdictions of Brunswick, Dinwiddie, and Mecklenburg Counties. The Jail Authority meets regularly to direct the business activities, operations, and growth of the jail.
